I was really interested in spending some time in Sucre until I read that the government is so anti-American and you need to be so careful not to have any issues.

Hey Steve, while I don’t claim to understand all the politics involved it seems to me that the Bolivian Government aren’t flat-out anti-American. Rather, they are very busy trying to develop Bolivia into a completely self-sufficient country (which includes initiatives such as launching a satellite so they can control their own communications, developing the ability to meet all their food requirements without relying on exports, and producing their own computers and software so that they aren’t reliant on foreign producers). As part of this, the Government seem to be very concerned about the potential interference from America (in particular) in the Bolivian political process and stability. As such they’ve been taking anti-American actions such as expelling a number of American diplomats. This seems to be restricted to the political arena and I’ve seen no evidence of it impacting on American tourists or their enjoyment of the country. Personally, I wouldn’t think it would be a reason to avoid a beautiful place live Sucre, but as I say I may not be aware of the full picture.
